SOAP Interface - getAttachmentNames(...) is useless for constructing attachment download URLs

      The method - getAttachmentNames() on RemoteIssue was fixed in 3.6.4 to return the plain file name of the attachment. This is not sufficient to construct the download URL since it contains a unique id. Unfortunately this id is not the id of the issue which would help.

      There is no way to construct the download URL and i think this must be fixed
