At present there's no way to create / modify notification schemes for projects.

(At Codehaus, we're trying to automate project creation completely; to do so we need to create a custom notification scheme for each project that emails the appropriate developer list).

It would be useful if there was a way to manipulate notification schemes via the SOAP api (we don't use XML-RPC - but I realise that you automatically target both).

In any API changes, please consider whether the API will be fast when dealing with large JIRA instances - some parts of the remote API are useless when dealing with our instance due to the large number of users / groups (eg. getProjects).
