Copying and reusing the URL for the Time Tracking Report does not work. The selected project appears to be coming from the user's session. So if the project is not selected, anyone using the URL will get an error: "There is no project selected."
This can be demonstrated against the public JIRA instance directly. The following URL should show the Time Tracking Rerport for JIRA 3.6.4:

This appears to be related to issue JRA-7635, however in that case it was that the parameter did not appear in the URL and adding it manually would fix the problem. Now the URL parameter is there correctly, but it is being ignored.
