when calling
createIssue() with a RemoteIsusue, where reporter property is NOT the same as the logged in user AND,
createComment() with a RemoteComment, where username is NOT the same as the logged in user

the new Issue or new Comment are made by the logged in user.

I notice this is supposed to be fixed in 3.6.3 for the Issue, but it isnt.

A work around is to edit a newly created issue, but you cannot do this for a Comment.
