Create a generic mechanism within JIRA that allows a user to fire off long running tasks but still receive feedback about the progress of the task.

      There are plenty of tasks in JIRA that take a long time to complete (reindexing, bugzilla import, workflow transition, etc). We need a nice mechanism that will allow the user to start one of these tasks and get some form of progress about the task.
