On the page for restoring data it explains what options to set to disable mail handling. This has never worked for me, until finally I figured out how I could get it to work. The instructions should be that one should uncomment the line in setenv.bat/sh and then run startup. That seems to work. When I follow your instructions it doesn't work at all, since I need to be in a DOS command shell to run the command, and running startup.bat like that does nothing. I need to do a Program/Run .. startup.bat to start up JIRA standalone. It would have saved me a lot of time if the instructions for using this switch were clearer.
