On bugzilla I can CC other people involved on the issues so they receive information when the issue changes. I know that Jira have the "watch this issue" thing, but that require action by some people that are not directly involved on the development process and either don't have access to the tool or don't want to and sometimes even don't know how!

Is there a way forcing watches ? Or can you add CCs on the field list ?
