Make a Generic Source Control interface based on SCC

      If we create a generic SCC library that can communicate with any SCC compliant code repository (most have it).

      There is an Eclipse feature request as well for integration - https://bugs.eclipse.org/bugs/show_bug.cgi?id=23821 (Would we dare contribute to Eclipse)...
