Description

Update the atlassian-plugins and the ManagePlugins action so that JIRA can accept user-uploaded plugins like confluence.

This is checked in on the branch "plugin_manager_upgrade_branch".

This code depends on their being a jira.plugins.path for user uploaded plugins. I've written the code to configure it on setup, but nothing yet for existing installations. We're going to need an upgrade task of some kind.
