Example: A saved filter displays 9 issues. 4 are Bugs, and 5 are Development. The workflows for these two issue types are different.

• From the Issue Navigator, clicked on "Bulk Change (all 9 Issues)"
• Selected all 9 issues in step 1 of the process.
• Selected "Transition issues through workflow "
• In Step 3, the issues are displayed in 2 groups, depending on their workflow type. The bug is the behavior of the radio buttons. The user is restricted to make workflow changes for only ONE of the groups of issues, not BOTH. The process was initiated as "change all", but does not function in this manner. In this scenario, in order to change all 9 issues, the Bulk Change must be initiated twice!
