Custom Field whose values get displayed in issue tab

A neat plugin would be a Custom Field that every time a value is stored it creates an entry in jiraactions.
You could add this to a transition screen.
Every time it is saved, an entry is made into the jiraaction table.

This custom field would then need a counterpart Issue Tab plugin. this would display each value stored, along with time stamp and author.

E.g. when you resolve an issue, there is custom field called - Resolution Notes. This is blank (or a template is used from default value).
The person making the transition can then enter in the resolution notes.
When they then view the issue, there will be another tab that displays all the resolution notes.

Wouldn't be too hard to do either.
