Does JIRA have the ability to define new customized permissions within the Permission schema?

We are looking to expore 2 areas:
1. To define new permissions (with or without an action) within the permission schema that is applied to the project.
or
2. To create a permission action which defines a particular issue type.
For example: To create a permission called "Release", and apply it to Issue Type "Release". Now only users with permission to "Release" will be able to work or create an issue against issue type "Release".
