When the user is not logged in and cannot view any issue details, portlets on the default dashboard should not display anything. Most follow this behaviour, but the 2D stats portlet doesn't, displaying the title and axis labels (see attachment).

Note: this only happens when the filter the 2D stats portlet uses is globally shared (anonymous).
