This happens if:

• the e-mail has attachments
• attachments are enabled in the system
• the creation of attachments fails with an exception (e.g. disk full, or pemissions on the directory are incorrect)
• the forward feature of the mail service is not enabled

The solution to this problem should be very similar as the one done for the linked issue. Only this time the CreateIssueHandler needs to be fixed.
