CSV importer doesn't respect the Assignable User Permission

When an issue is imported with an assignee that does not exist within JIRA the import completes fine and the user is created as a member of the jira-user group but if you navigate to the Default Permission Scheme (the only Scheme available) members of the jira-developers group are the only users that have assignable permissions.
