Sorting by 'Select list' custom field uses option labels instead of option order

We have configured an issue severity field as a Select list custom field and specified required options in order of severity descending.
But when I select sorting by severity in Issue Navigator the list is sorted by alphabetical order of severity labels, that is useless.
