When creating new issue, the description text under Environment in step 2 is not internationatized properly.
When the application starts up the default locale is used to retrieve this message. The problem is that when the default language is changed for Jira this message does not pick up the change and keep the same value no matter which language is chosen. The server restart changes the message, but any subsequent language changes are not picked up, as described before.
