Currently, in Jira Cloud (both Work item View and Work item Create screens), when a user types a value into the Components field that does not match an existing component, the UI displays a "New component" option.
Current Behavior:
- Non-Admin Users: If a user without the "Administer Projects" permission selects "New component" and attempts to save/create the issue, the operation fails with the error: “Component name 'xxx' is not valid”.
- User Experience: This is misleading as it suggests the user has the capability to create a component, only to be met with a validation error at the end of the process.
Expected Behavior:
- The UI should respect the user's permissions. If a user does not have the "Administer Projects" permission, the "New component" option should not be displayed in the dropdown.
- Only users with the appropriate permissions should see the option to create new components inline.
Suggested Resolution:
Implement a permission check for the "Components" field UI component so that the "New component" creation trigger is only rendered for authorized users.
