Issue Summary
Currently, Jira Cloud is rolling out a new Simple create as default issue experience. While this UI is intended to be more streamlined, it does not respect the field order defined by administrators in the Screen Configuration.
Specifically, system fields (such as Summary and Description) are hard-coded to appear at the top of the modal. This prevents administrators from placing important custom fields above the Description field, which is a regression from the behavior of the legacy create screen.
Steps to Reproduce
- Navigate to Issues > Screens and configure a screen where a Custom Field is positioned above the system Description field.
- Ensure this screen is associated with the Create Issue operation in the relevant Screen Scheme.
- Enable the "New create experience" (Simple create as default) in Jira Settings > System > General Configuration.
- Click the Create button in the top navigation bar.
Expected Results
The Create Issue modal should display fields in the exact order defined in the Screen Configuration (Custom Field first, then Description).
Actual Results
The "Simple Create" UI forces the Description field to the top (below Summary), ignoring the custom order set by the administrator.
Workaround
Disabling the "New create experience" in General Configuration restores the correct field order, but this prevents the team from using the updated UI features.
