Concern:
In Jira Cloud, this permission works a bit differently than in Data Center:
- What it does: Removing this permission does not completely disable the @mention feature. Instead, it restricts the list of users that the person can see.
- The Result: When a user without this permission tries to mention someone, they will only be able to see and mention users who have access to the same project they are currently viewing.
- Why it's still "working": If the users you are trying to restrict still have the Browse Projects permission for a project, they will still be able to mention any other user who also has access to that specific project.
Currently, Jira Cloud does not have a global toggle to completely turn off the @mention functionality for specific groups while maintaining their project access. This is a known difference in behavior between the Cloud and Data Center platforms.
