Problem Statement

Currently, the weekly update/digest email (which summarises activity across Jira/Confluence) can only be managed on a per-user basis through individual notification preferences.

There is no way for a site administrator to disable or control this notification at the site level. This creates challenges for organisations that: - Want to enforce a consistent notification policy across all users - Need to reduce email noise for their entire user base

Proposed Solution

Add a site-level admin control in the Atlassian Admin console (admin.atlassian.com) that allows org/site admins to:

1. Disable the weekly update email for all users on the site, overriding individual user preferences
2. Optionally lock the setting so users cannot re-enable it themselves
3. Optionally set a default (enabled/disabled) for new users joining the site

Current Workaround

Users must individually navigate to their profile notification settings and disable the weekly update. There is no bulk or admin-level option available.
