Customer Need:

Customers on HIPAA-tagged Jira Cloud instances are currently unable to use the Share button at all. The entire feature is disabled, blocking a core collaboration workflow. Users see the message: "You can't share work item as your organization has signed up for HIPAA compliance."

These customers need the ability to share issues with teammates directly from Jira without having to copy links and manually paste them into external channels. The current workaround is disruptive to their workflow and inconsistent with the collaboration experience available to non-HIPAA instances.

Business Justification:

• The HIPAA customer base continues to grow as more enterprise organizations move to Atlassian Cloud.

• Blocking a fundamental collaboration feature creates friction that impacts adoption and satisfaction.

Current State:

• When you attempt to share a Jira Forms in case you have HIPAA enabled, the following error message appears:
  "You can't share work item as your organization has signed up for HIPAA compliance"

Workaround:

"Copy the link and paste it elsewhere" is not a real substitute for the Share workflow
