Add in-product notification toggle for "Other work item events (including status transitions)" separate from email

      Issue Summary

Currently, status transition notifications (e.g., "To Do" → "In Progress" → "Done") are intentionally non-configurable in the Jira Notification Hub. There is no user-facing toggle to disable in-app notifications for status transitions independently.

The only available option is disabling "You make changes to work items" entirely, which also suppresses email notifications — forcing an all-or-nothing choice.

Additionally, the UI labeling under Default Notifications implies email-only control, but it also governs in-app notifications, creating a UX gap.

      Steps to Reproduce

A user who frequently transitions issues (especially across multiple browser tabs) receives in-app notifications for their own actions. This creates noise and reduces the usefulness of the notification bell, as the user's own status changes clutter genuine notifications from others.

      Request:

      1. Add a separate in-product (in-app) toggle for "Other work item events (including a change to a work item's status)" — similar to the existing mail toggle under Default Notifications.
      2. Allow users to independently control in-app vs. email delivery for status transition notifications.
      3. Ideally, suppress self-triggered in-app notifications for status transitions (i.e., don't notify me about changes I made myself).

      Expected Results

Users should be able to opt out of in-app notifications for their own status transitions without losing email notifications for status transitions made by others.

      Actual Results

When a user transitions an issue's status (e.g., "To Do" → "In Progress" → "Done"), they receive an in-app notification for their own action. This occurs most frequently when working across multiple browser tabs, but can also occur in a single tab. There is no individual toggle in the Notification Hub to disable in-app notifications for status transitions — the system defaults to "send" when no user preference exists for a notification type, and no preference option is exposed for this event type.

      Business Justification:

      • Reduces notification fatigue for active users
      • Brings in-product notification controls to parity with email controls
      • Addresses a UX gap where the UI implies email-only scope but actually controls both channels

      Workaround

Navigate to Notification Hub → Your work and disable "You make changes to work items."

⚠️ Limitation: This disables both in-app and email notifications for the user's own changes. There is no way to suppress only in-app notifications while preserving email delivery for this event type.
