Provide trash feature for filters such that admins can restore filters post deletion

      Summary

      Provide a trash feature for Jira filters such that admins can restore filters post-deletion. Currently, if a filter is deleted, it is not audited in the Jira system audit logs and admins cannot restore the filters from the Jira cloud site.

      Suggestion

      It would be helpful to place the deleted filters in trash that is accessible to admins for restoration purpose. Having these actions audited would be helpful as well.
