Bulk editing Assets field is not working

Steps to Reproduce

1. Add an Assets field to a Jira project
2. Open the project in the List view
3. Select some cases and click on Edit 
4. Select an Assets field to be edited and it will be blocked

Expected Results

Assets field can be bulk edited

Actual Results

Bulk editing the field is blocked for non JSM agents

Workaround

It's possible to assign JSM license to the user and they will be able to perform the bulk edit task.
