Increase or make configurable the crypto.decrypt ciphertext size limit (currently 2,000 bytes) in Jira Expressions

      The crypto.decrypt function in Jira Expressions currently enforces a hard-coded maximum ciphertext length of 2,000 bytes.

      Suggestions:

      1. Increase the hard-coded limit to a higher value (e.g., 10,000 bytes or more) that accommodates real-world large payloads
      2. Make the limit configurable at the app or field level via the manifest
