Issue Summary
The "How to create a form" link is not accessible via keyboard navigation.
Steps to Reproduce
- Open the Jira Cloud home page.
- Select any Scrum project and navigate to Space navigation.
- Navigate to the "Forms" tab and activate it.
- With the keyboard, navigate to the "Create form" button and activate it.
- Use the Tab key to navigate to the "How to create a form" link.
- Observe that the link is not accessible via keyboard navigation.

Actual Results
The "How to create a form" link, which opens in a new window within the "Create form" menu popup, is currently not focusable via keyboard navigation. Although it is implemented using an <a> tag, it remains inaccessible to users who rely exclusively on keyboard navigation.
This made it difficult for keyboard-only users to access the functionality associated with the mentioned link.
Expected Results
All the interactive elements should be focusable and operable using the keyboard.
In this scenario, ensure the "How to create a form" link receives keyboard focus when navigating with the tab key. Modify the scripts to make the link focusable and keyboard operable.

Workaround
Currently there is no known workaround for this behavior. A workaround will be added here when available.
