Favorited boards should appear in the "Recent" board list when opening a Jira space

      When a Jira space has multiple boards, the board selector's "Recent" section does not reliably reflect the boards a user actually visits. Specifically:

      1. Favorited (starred) boards are excluded from appearing in the "Recent" list, even when they are the most recently visited board.
      1. Boards the user has never manually opened can appear as the default "recent" board simply because they are not favorited — forcing users to click away to their actual working board every time they open the space.

      This results in unnecessary extra clicks on every page load, which compounds as page load times increase, degrading the overall UX.

      Expected behavior:

      • A board that a user visits should appear in the "Recent" section regardless of whether it is favorited or not.
      • If a user only ever opens one board (their favorited board), unrelated boards should not default as "recent."

      Proposed solution:
      Allow favorited boards to be included in the "Recent" boards list. The "Recent" section should reflect actual user activity (boards visited) rather than excluding favorites from recency tracking.
