Panel type-selector toolbar overlaps text in narrow viewports

      Issue Summary

      The floating panel type-selector toolbar (Info/Note/Success/Warning/Error switcher) detaches from its parent panel node in narrow editor viewports, pinning to the horizontal center of the editor and overlapping text being typed. Affects all panel variants across Description and custom rich-text fields in Jira issue view.

      Steps to Reproduce

      1. Open any Jira work item in the new issue view
      1. Edit the Description or any rich-text/ADF field
      1. Resize the browser window to a narrow width
      1. Insert a panel element via /panel or the Insert Elements menu
      1. Click into the panel and begin typing

      Browser: Chrome Version 147.0.7727.138 (Official Build) (arm64)

      Expected Results

      The panel type-selector pill should remain anchored adjacent to the panel element and reposition via flip/shift logic to stay out of the way of the active text cursor.

      Actual Results

      The selector detaches from the panel node and renders pinned to the horizontal center of the editor column, overlapping panel content and obscuring text being entered.

      Workaround

       
      Widen the browser window or click outside the panel to view typed text. No permanent workaround is available.
