Issue Summary

Layering is incorrect, when Clicking on Change work item icon in the issue header the dropdown dialogue box is displayed behind the "Add Comment" box when a use is scrolled down in the page

Steps to Reproduce

1. Go to any issue
2. Click The Change work item type icon in the breadcrumbs while scrolled down to the comments

Expected Results

The Dropdown is above the add comment layer

Actual Results

the dropdown is below the add comment layer

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
