Issue Summary

Jira Cloud currently supports per-project navigation customization in business projects (and recently in software projects), allowing project admins to reorder, hide/show, and set default views for horizontal navigation tabs. However, there is no way to:

1. Standardize navigation tab configuration across multiple projects from a central location
2. Include navigation tab layout (tab order, visibility, default tab) as part of Custom Project Templates (Enterprise feature)
3. Apply a default navigation configuration automatically when creating new projects

This forces administrators with many projects to manually configure the navigation tabs on each project individually, which is time-consuming and leads to inconsistency across the organization.
