      Despite blocking Jira access for Rovo in the Admin > Rovo > Rovo Access settings, the Rovo icon and "Improve description" / "Improve writing" buttons continue to appear in Jira issue creation descriptions and issue comments. This leads to an inconsistent user experience and a lack of full control over Rovo's integration within Jira.

      Problem:
      When an administrator blocks "Jira" under the "Rovo Access" section in the Rovo admin settings, the expectation is that Rovo's UI elements will be fully disabled within Jira. However, the Rovo icon and associated "Improve description" button persist in the description field during issue creation, and the Rovo icon and "Improve writing" button appear when adding comments to issues. This behavior indicates that the Rovo access control is not fully respected, leading to:

      Inconsistent User Experience: Users see Rovo features even when they are supposedly disabled, which can cause confusion.

      Lack of Administrative Control: Administrators are unable to completely remove Rovo's UI from Jira as intended by the blocking mechanism.

      Potential Performance Overhead (minor): Even if functionality is disabled, the rendering of these UI elements might have a marginal impact.

      Proposed Solution:
      When "Jira" is added to the blocklist in Rovo Access settings, all Rovo-related UI elements (e.g., icons, buttons, suggestions) should be completely suppressed and not rendered within Jira, specifically in:

      Issue Description Field: The Rovo icon and "Improve description" button should not appear.

      Issue Comment Field: The Rovo icon and "Improve writing" button should not appear.
