Issue : Ability for Jira admins to be able to see any filters and boards in the site.

Summary

• User maybe creates a filter.
• tags the filter to the board 
• The user makes the filter private or adds only groups that they want to the view permission 
• The user maybe active user or would leave the organization
• During this case, the Jira admins are not given a view of what happened or when they try to access the board or the filter it doesn't allow them 

Suggestion
 It would be great if the Jira admins had access to all filters boards irrespective of the permissions there or atleast a pop like what permisisons they need
