Issue Summary

Jira Releases versions can be released without total approval from approvers

Steps to Reproduce

1. Go to the Kanban/Scrum Board > Click on Release > Click on New Version
2. Create the Version
3. Add 2 or more approvers to this version
4. Try to release the version

The version is set to "released" even without any or few approver's approval.

Expected Results

Block the version to be released until all approvers have approved the release.
