Issue Summary

When switching between scenarios on program board, the correct scenario changes won't be displayed unless the view appears to refresh (a loading skeleton is shown). In Advanced Roadmaps timeline tab it works correctly.

Steps to Reproduce

1. Navigate to Program board whilst on Scenario 1
2. Change to new scenario, Scenario 2
3. Move a work item
4. Go back to Scenario 1: The work item is in the place it was just moved to

Expected Results

The work item should be it's original spot as the movement was not performed for Scenario 1

Actual Results

The work item is in the new spot (this would be correct for Scenario 2 but not Scenario 1)

Workaround

Refreshing the page will display the correct and expected scenario changes
