In Jira Cloud, the Approvals entry appears in the work item Activity dropdown even when:

• the work item's workflow does not have approvals configured

• the work item has no approval history.

This results in an empty state message:

“Approval activity will be shown here
This issue doesn’t require any approvals yet. Check back later to see approval activity"

Allow Admins the ability to hide this tab
