Create issue: Incorrect language identification for parts of the page

      Issue Summary

      Parts of the help page content are displayed in English instead of Spanish.

      Steps to Reproduce

      1. Open the Jira / JSM Cloud homepage.
      2. Set the language to Spanish: Profile icon → Account settings → Account preferences → Language, select Español.
      3. Return to Jira and activate the "Create" button in the header to open a dialog.
      4. In the dialog, activate the “More information about types of activities” link (opens in a new window).
      5. Using a screen reader, navigate with down arrow (JAWS/NVDA) or VO+Right/Left arrow (VoiceOver).
      6. Navigate to the “Priority levels” heading and note that priority names and descriptions remain in English.
      7. Continue to the “Resolutions” heading and note that some resolution-related content also appears in English instead of Spanish.

      Actual Results

      The help page opened by the “More information about types of activities” link is not fully localized into Spanish when the interface language is configured to Spanish. Certain elements, including “Highest – This problem will block progress.”, “High – Serious problem that could block progress.”, and others within the “Priority levels” section, remain in English. Additionally, content in the “Resolutions” section, such as “Won’t do” and “This issue won't be actioned.”, is untranslated and displayed in English instead of Spanish.

      As a result, assistive technologies may mispronounce or misinterpret this content because it uses the Spanish language profile, making it difficult or impossible for users to understand.

      Expected Results

      All user interface text and content must match the selected UI language, and any secondary language must be explicitly identified for assistive technologies.

      In this case, when the primary language is configured or translated to Spanish, all content on the help page must also be displayed in Spanish.

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available.
