Issue Summary

Listbox opens automatically when the "Team" combobox receives focus.

Steps to Reproduce

1. Open the Jira Cloud homepage.
2. Activate the "Create" button located in header -> A dialog appears.
3. Use the Tab key to navigate to the "Team" combobox within the dialog.
4. Observe that the listbox opens automatically when the combobox receives focus.

Actual Results

When the "Team" combobox receives keyboard focus, the listbox opens automatically and focus is moved to the first option in the listbox.
This unexpected change of context and content may confuse or mislead users of assistive technologies, as it does not follow expected combobox behavior.

Expected Results

Ensure that focus management is implemented correctly. When a user navigates to any combobox, the focus should remain within that combobox. The listbox must not open automatically, nor should the focus shift to any listbox option without explicit user interaction.

In this scenario, when the “Team” combobox receives focus, the focus should remain on the combobox itself. The listbox should only open when the user presses the down arrow key, Alt+down arrow, or inputs a character into the combobox field.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available.
