Issue Summary

Allow space admins who have the permission to modify issue layouts to also modify and reorder tabs in the work item layout. However, currently, they can only make changes to the general tab

Steps to Reproduce

1. Create a screen with multiple tabs
2. Add that screen to a layout.
3. Use that layout in a single project only.
4. Add a user who only has space permission and modify layout permission on the project.

Expected Results

Users who have space admin, modify issue layout permissions, they should be able to make changes to the layout if the layout is shared with only a single project

Actual Results

User who have space admin, modify issue layout permissions are only able to modify the general tab in layout and not able to make changes to any other tab.
