      Updating the description with mentions and attachments does not trigger email notifications for user mentions.

      Steps to Reproduce

      1. Create a work item along with description
      2. Edit description, add user mentioned and attachments 
      3. Save the changes 

      Expected Results

      User mention email should be triggered to the users mentioned in the description.

      Actual Results

      No emails triggered

      Workaround

      Add mentions and attachments in comments
