Allow Jira Cloud admins to view, manage, and reassign filter subscriptions owned by other users and deactivated accounts

      Problem Statement

      • In Jira Cloud, filter ownership and filter subscription ownership are separate:
        • Admins can change the filter owner via Settings → System → Shared Items → Filters.
      • However, filter subscriptions (scheduled email deliveries) are always owned by the user who created them, and only that user can see, edit, or delete their subscriptions in the UI.
        When a user who owned many subscriptions:
      • Leaves the organization and is deactivated/suspended, or
      • Is otherwise no longer accessible, then:
      • Their existing subscriptions stop running (suspended users can’t trigger scheduled actions).
      • No other user (including Jira admins or the new filter owner) can:
        • See those subscriptions, or
        • Edit, delete, or reassign them.
          This creates “orphaned” subscriptions that are invisible and unmanageable, especially problematic when an admin or power user owned many of them.

      Steps to Reproduce

      1. User A creates a filter F and sets up one or more filter subscriptions (e.g., to groups and users).
      2. A Jira admin changes the owner of F to User B via Settings → System → Shared Items → Filters → Change owner.
      3. User A is later deactivated/suspended (e.g., left the company).
      4. User B (the new filter owner) or a Jira admin:
      5. Opens F and goes to Details → Manage Subscriptions, or
      6. Tries to manage subscriptions centrally (no option available).

      Current Behavior

      • Subscriptions created by User A:
      • Are not visible to User B or any admin in the UI.
      • Remain owned by User A even after filter ownership is changed.
      • Stop running when User A is deactivated/suspended.
      • Jira Cloud does not provide:
      • A way for admins to list all filter subscriptions on the site.
      • A way to search by subscription owner (e.g., a deactivated user).
      • A way to reassign or bulk‑reassign subscriptions from one user to another.

      Expected Behavior

      • Site admins / Jira admins should be able to:
      • Discover all subscription
        • View a list of all filter subscriptions on the site, with:
          • Filter name/ID
          • Subscription owner
          • Recipients (users/groups)
          • Schedule
        • Filter by:
          • Subscription owner (including deactivated/suspended users)
          • Filter
          • Recipient group/user
      • Manage subscriptions owned by other users
        • {}Edit or delete subscriptions created by any user, with appropriate admin permissions.
      • Reassign subscriptions
        • Reassign ownership of subscriptions from one user to another (e.g., from a deactivated admin to a new admin or service account).
        • Perform this in bulk, e.g., “reassign all subscriptions owned by <Old User> to <New User>”.

      Workaround

      • Keep or reassign the filters themselves, and
      • Have an active user manually recreate all required subscriptions, often with Support assistance to list what existed previously.
