Problem Statement: 

Today, the Jira Cloud announcement banner can only be targeted at:

• Public: visible to all visitors including anonymous users, or

• Private: visible to all logged‑in users on the site.

There is no way to restrict the banner to specific user groups, roles, or projects. 

Suggested Requirements:

Add functionality to restrict banners to one or more user groups. When creating or editing a banner, administrators should be able to select which group(s) the banner is visible to.
