Unable to add Non-admins with 'Manage versions' access as 'Drivers' when creating a new release in Jira Cloud

      Issue Summary

      A user with 'Manage Versions (Releases)' permission cannot be selected as the Driver for a Release Version when the version is created by another user, despite having the necessary permissions.

      Steps to Reproduce

      1. Create a version
      2. Under 'Driver' try to select a non-admin user with 'Manage Releases' access

      Expected Results

      Be able to add a  non-admin user with 'Manage Releases' access since they are allowed to create versions.

      Actual Results

      Non-admin user with 'Manage Releases' access do not show listed

      Workaround

      Have the non-admin user create the release.
