Issue Summary
In Jira Cloud, work items are being assigned to users seemingly at random, without any explicit user action (such as manual assignment, bulk change, or automation rule execution). This results in users receiving email notifications of work items unrelated to them.
Steps to Reproduce
This is currently not reproducible. We can see that certain users have assigned this ticket to the impacted user but when asked, they claim not to have done it. Customers see a daily influx of email notifications where they are getting work item assigned.
Based on analysis so far, the work items get assigned to the impacted user only momentarily (maybe few seconds?) but then gets assigned to the required user.
Workaround
Currently, there is no known workaround for this behaviour. A workaround will be added here when available
