Label-type custom field values not available in plan filter dropdown

      Issue Summary

      In Jira Cloud – Advanced Roadmaps (Plans), when using a plan scoped by Space, a custom field of label type does not show any values in the plan filter dropdown, even though issues in the plan clearly have labels set in that field.

      Steps to Reproduce

      1. On the Jira Cloud site, ensure there is a custom field of label type configured for the projects and issue types that will be included in an Advanced Roadmaps plan.
      1. Create several issues with valid labels set in this label-type custom field.
      1. Create an Advanced Roadmaps Plan and set the scope to a Space that includes those issues.
      1. Open the plan and verify that the issues shown in the plan (list/timeline) display populated values for the label-type custom field.
      1. Open the Filters panel in the plan.
      1. Add/select the label-type custom field as a filter and click the dropdown to choose a value.

      Expected Results

      The filter dropdown for the label-type custom field should list the distinct label values used by issues within the plan scope, allowing the user to select one or more values to filter the plan.

      Actual Results

      The filter dropdown for the label-type custom field displays no values (an empty list), even though issues in the plan visibly have labels set in this field. The user is unable to use this field to filter the plan.

      Workaround

      1. Add the field to the timeline
      2. Refresh the page
