Issue Summary

Currently, we don't have granular settings to control the notification of other users in Jira Cloud for the Slack app, either project-wise or site-wide. Even if the notification scheme is removed from the project, users are still getting notifications in Jira Cloud of slack app.

Hence, it would be beneficial to have the ability to control the notification of users in Jira Cloud for Slack app

Steps to Reproduce

1. Step 1: Install Jira Cloud of slack app in your slack
2. Step 2: Remove the notification scheme from the project
3. Step 3: Create or update a ticket in the project where you have removed the notification scheme. You will still receive the notification in Jira Cloud of slack app.

Expected Results

• You should not receive the notification for the project where the notification scheme is removed.
• Also, there should be a configuration where the admin can control the notifications for users who are using Jira Cloud for Slack app

Actual Results

• Users are still getting notified from Jira Cloud of slack app.
