Summary

When the user has configured Label with words containing the character "İ" (eg. Azerbaijani or Turkish language), JIRA will not return any results.

Steps to Reproduce

1. create ticket with new label with İ". example : "Nobelİlaç"
2.  search with JQL = labels = "Nobelİlaç"

Expected Results

The issue navigator will return the issues with labels containing "İ"

Actual Results

No issues are returned 

Workaround

Replace "İ" character within field options with "I" or "i".
