Issue Summary

When a user lands on an Issue View and starts scrolling down (looking for a comment), the page scrolls to the top.

Steps to Reproduce

Open a Jira work Item, then immediately scroll down to the comments. Notice that when the page finishes loading, it will automatically return to the top of the page.

Expected Results

It should maintain the current position.

Actual Results

The current position is lost, and the user is redirected back to the top of the page.
