Currently, forms created in Jira Software and Business projects can't be copied to a different project, unlike from JSM projects, where this is possible.

This prevents admins from reutilizing created forms and from creating projects with a 'default' form configuration programmatically, requiring manual intervention each time a new project is created that requires a specific form to be available.

• To solve this problem, we should add a 'Copy form' feature for Jira Software/Business project types.
