In the new Jira navigation, customizing the sidebar is a personal setting—each user can show, hide, or reorder navigation items to suit their own preferences. This is done by clicking on Customize sidebar. These changes only affect the individual user’s view and are not visible to anyone else on the site

Admins cannot set a default or enforced sidebar layout for all users. 

This request is to have the admin have the ability to customize the sidebar globally for all users
